Portsmouth Hospitals at a glance

Portsmouth Hospitals NHS Trust is one of the largest acute hospital trusts in the country. We provide a full range of services to more than 650,000 people across Portsmouth, South East Hampshire and West Sussex. Most services are provided at Queen Alexandra Hospital but we also offer a range of outpatient and diagnostic facilities closer to patients’ homes. We handle around 130,000 Emergency Department admissions a year and have the busiest maternity department on the South Coast. The Trust employs around 6,000 staff and is the second largest employer in Portsmouth.

The Trust runs a number of tertiary and specialist services including:

  • The Wessex Renal and Transplant Unit;
  • One of two specialist NHS Cancer Centres for Hampshire and the Isle of Wight;
  • One of eight nationally designated laparoscopic (‘keyhole’ surgery) training centres;
  • A top-class Neonatal Intensive Care Unit; and
  • A 24/7 Primary Coronary Intervention service.

The Trust also hosts the largest Ministry of Defence Hospital Unit in the country.

Where we fit into the evolving NHS

The coming year will prove to be one of change for the whole of the NHS. The Health and Social Care Act 2012 set out the new NHS structure from 1 April 2013 with the responsibility for commissioning transferring to Clinical Commissioning Groups (CCGs), run by General Practitioners.

A number of new CCGs were authorised by the NHS Commissioning Board. 80% of the current activity of the Trust will be commissioned by three CCGs - NHS Portsmouth CCG, NHS Fareham & Gosport CCG and NHS South Eastern Hampshire CCG. Each serve a population of approximately 200,000 people. These changes will give GPs and other clinicians a greater say in deciding on patient services. Portsmouth CCG was one of the first CCGs to be awarded this status, with Fareham andGosportand South Eastern Hampshire CCG being authorised in wave two.

The Act also intends that all NHS Trusts become a Foundation Trust. Foundation Trusts remain part of the NHS, but they have more independence in how they run their services, and are much more accountable to their local communities. However, NHS Foundation Trusts are different from existing NHS Trusts in the following ways:

  • They are independent legal entities - public benefit corporations.
  • They have unique governance arrangements and are accountable to local people, who can become members and governors. Each NHS Foundation Trust has a duty to consult with and involve its Council of Governors in the strategic planning of the organisation.
  • They have more financial freedom and can raise capital, for appropriate developments, from both the public and private sectors within borrowing limits determined by projected cash flows and therefore based on affordability. They can retain any financial surplus they might achieve to invest in the delivery of new or improved NHS services for their patients.
  • They are overseen by Monitor, the independent regulator of NHS Foundation Trusts, and the Care Quality Commission monitors and reports on the quality of care of all English healthcare providers.
